Shipping without a valid Form M creates serious problems at arrival and can lead to seizure or heavy penalties.
While the car is in transit you should assemble the core documents: the original Bill of Lading, the commercial invoice, a packing list if applicable, evidence of marine insurance, and any pre-shipment inspection or conformity certificates required for vehicles. Keep digital and physical copies organised. Discrepancies between the Form M, the invoice and the Bill of Lading are among the most common causes of delay.Before or upon arrival the Pre-Arrival Assessment Report, known as PAAR, must be processed. This electronic assessment determines the Customs value, the HS classification and the duties payable. In the current system a licensed agent normally lodges the PAAR through the NICIS platform. An individual can prepare all supporting information accurately so that the agent’s work is straightforward and the risk of rejection is low. Once PAAR is issued you will know the duty, levies and taxes that apply.
Payment of the assessed amounts is done electronically. You can make the payments yourself once the demand is generated, using the official channels and obtaining proper receipts. Never pay duty or levies through informal intermediaries. Official receipts are the only proof that will stand up later when the vehicle is registered or when ownership is transferred.Physical examination of the vehicle takes place at the terminal. You or your representative should be present with the chassis number visible and all documents ready. Customs officers compare the physical car with the declared details. Any mismatch in engine number, chassis number, colour or description can halt clearance.
After successful examination and confirmation that duties are paid, the release process begins. Terminal and shipping-line charges must also be settled before the car can leave the port.Even if you manage document preparation, payments and physical attendance yourself, the formal customs declaration and system entries almost always require a licensed agent. Choosing a properly licensed, transparent agent and limiting their role to the mandatory electronic filings keeps costs lower than handing over the entire process. Ask for a clear breakdown of their professional fee separate from the official duties and terminal charges.After the car is released you still need to complete state-level registration, obtain number plates, roadworthiness certification where required, and process change of ownership if the car was imported in another name. These steps occur outside the port and can be handled directly with the relevant Motor Vehicle Administration Agency and Vehicle Inspection Service.
Self-reliance in clearing is therefore partial rather than total. Success depends on opening Form M early, keeping documents consistent, understanding the duty calculation, paying only through official channels, and using a licensed agent strictly for the system filings that the law reserves for them. Attempting to bypass licensed agents entirely often leads to rejection of entries or exposure to unofficial operators who create larger problems later. A well-prepared importer who controls the documents and payments, while using a licensed agent only where required, achieves the closest practical version of clearing a car with minimal intermediary involvement.
